HadToRegister
So I want to bring this to light here. I am having the same issue as stated by op. I am unsure of what is causing it to happen, but I cannot use Vortex at all even with following all the steps provided here. There is a Vortex_canary.tmp file causing this issue to occur, and I have gone through the steps in addressing the situation with Controlled Folder Access through Windows Defender, and the Anti-Virus is still refusing to accept the changes. I have made the changes and closed Vortex, then re-opened only to come back to the error being displayed again. I have tried to uninstall and reinstall multiple times, and still this persists. UAC is active, and it doesn't provide the permission to whatever it is. This is all happening while on the November update for Windows 10. All I am going to at this point is revert back to the previous version of Windows 10, as I have now lost my F4 saves and beyond agitated with this Windows "update." If this has been addressed elsewhere, I may have overlooked the forums while trying to find something to getting things back to normal, and I apologize. However, right now I am done with this update for Win10... again... What version of Vortex do you have installed?
