Vortex could not find .exe file, and DLC is not loaded in (SSE)

I have downloaded Vortex and watched all the tutorials on how to work it and work the skse64 thing. After downloading the mods and such I tried launching the game assuming I had done everything correctly. My first issue that came up is Vortex cannot find the .exe file. I have put the data file archived into vortex, with the other ones in the folder with the SkyrimSE file. I am not sure where I am going wrong here.

My second issue is I that my DLC is not loaded into Vortex, meaning the mods that rely on it say they wont work. I do not know how to re-download DLC on steam as I assume it is just build into SSE.

I have attached pictures of my set up and what the errors are, so hopefully that helps explain my problem.

Thanks!!

You made an error packaging up the SKSE archive.
You have the entire folder wrongly extracted to it's own folder inside your game directory.

You should NOT have a SKSE64_2_00_16" Folder in your game directory.
It's easier to just manually install SKSE

[ Installation ]

1. Copy the .dll and .exe files to your Skyrim SE directory. This is usually in your Program Files folder under Steam\SteamApps\common\Skyrim Special Edition\. If you see files named SkyrimSE and SkyrimSELauncher, this is the correct folder. Do not copy these files to the Data folder as with a normal mod. The "src" folder is only useful for programmers, most users can ignore it.

2. Copy the .pex files in Data\Scripts\ into the Data\Scripts\ folder of your installation. The .pex files are needed by all users of SKSE.

First, go to the PLUGINS Tab in Vortex, in the STATUS Filter (The dropdown box above the column with all of the green ENABLED buttons), pick LOADED BY ENGINE
This should filter your plugin list so only the Game files show
Hopefully your Plugin list looks like this:

Vortex-Filter-Loaded-by-Engine.jpg

Next, Go into "A:\Steam\steamapps\common\Skyrim Special Edition\Data\"

See if
Dawnguard.esm
Dragonborn.esm
Hearthfires.esm

are physically in the DATA folder

Also, is your Mod Staging Folder on the Same Drive as Skyrim Special Edition?
