I've just upgraded my PC with new GPU's, two Geforce RTX 2080TI and a new CPU, Intel Core i9-9820x and suddenly my game looks like the screenshot and i can't fix it. What background programs do you have running (CTRL + ALT + DEL) launch task manager, and see when programs you have running. if i was to wager, the program looks to be a 3D sound based program or maybe a mod, as the left side + arrow looks like sound direction based on right side overlay so what it looks like, is the left speaker should currently be getting its audio boosted, based on what looks like an Arrow and 3D Sound image. i would assume you hit a key, that happened to be a hotkey that triggers the overlay. or ifs permantly their without pushing anything, then the overlay may have higher priority then the game.
