Skyrim seems stuck in Developer Mode

Having an issue with Skyrim. I currently have no mods loaded, I have included screenshots. From my google searches on the issue I have decided that the problem is that I am seeing Developer Mode. I have not been able to find a way to turn this off, and have no idea how it got turned on to begin with.

 

I am planning on playing a heavily modded game, max number of mods, and have been spending a large amount of time studying not only which mods play well with each other, but also how to use things such as Wyre Bash, FINIS, and SEEdit to make them work properly. To be honest, i like the challenge of making it all work. Hope someone can help, and I can send more screenshots, these are very low res due to file size issues, but I can send posts with just on shot if higher res is needed.

Is this a brand new installation, or have you used mods previously?
Because if you have, it looks like you've got leftovers in your DATA folder.

If you haven't started installing mods yet, I would wipe the Data folder completely and have Steam Re-validate the files so you start with a clean Data folder

 

And try renaming your Skyrim.ini to something like Skyrim.ini.old so the game has to regenerate a new ini file in C:\Users\<YOUR NAME>\Documents\My Games\Skyrim Special Edition

Out of frustration I uninstalled Skyrim, Vortex, SKSE, Wyre Bash, Finis and all related files. I then reloaded all files from Steam and Nexus. Oh also LOOT. I noticed when I opened loot that there were a number of conflicts between the various DLC's. First I tried opening a fresh new game, still had the same Markers. I then ran SEEdit on each of the DLC's to resolve the conflicts. Not really knowledgeable about how that program works so I ran the auto clean option on each DLC and the update. I then tried opening Skyrim again, same faults. I have now loaded the Unoffical Patch as well as ran the patch through SEEdit. Everything looks clean in LOOT and Vortex. Still have the same errors. I have been loading everything to my F: drive to ensure I have room for the future mods, to my knowledge there was nothing on the C: drive, however when I did a search for the Skyrim.ini file, I found that it was actually on the C: drive. I did as you said and marked it .old and ran validation, same issue. I then went into the file with notepad and found the line that was BSkyrim show markers: 1 and changed that to 0 instead. I am starting to think that I am just going to have to live with this error. The real pain is I was looking forward to running several mods that would increase the looks of the game, I have a decent PC that can handle High Res and to be honest this is the only game I was wanting to run it on.
