Is it possible to port stuff from pubg mobile to fallout 4?

Possible? Probably. Legal? Nope.

Isn't it ok as long as you don't publish it? I wanted to convert a set from pubg for personal use only.

 

According to theory, nope. Beth doesn't like that. I have no clue how PUBG feels about it.

 

That said, if you can do it yourself, and do NOT share it, I doubt anyone would have a problem with that. :) As for how to do it? I haven't the faintest. :D

wow. They're kinda...control freaks. They're ToS states " Thou shalt not play our game at an internet cafe without written permission".

(j) create data or executable programs that mimic data or functionality in the Game;

 

So yeah, they don't allow porting.
