What you have there, is a case of Screen Tearing.In the majority of cases, it's caused by a higher framerate in the game that is higher than the monitor's refresh rate.If you've got a gaming card, you should have or be able to get software that can change the settings for your video card so that you can adjust it not to do this.This video is for Nvidia cards, but it gets the point across. Im my game this graphic bug happens when i go in some specific places, like a yangtze, church of the children of atom submarine, vault 88 and the mechanist facility. From the video it looks like light sources and reflections are causing it. If you have an enb have you checked the mod page for it to see if there needs to be any additional settings? I saw the same type of thing when I had ugrids turned to high for my hardware to handle, and I only saw it in random places. (though it was consistent in those places) Essentially, it appears you are working your hardware beyond it's capabilities, or beyond the game engines capabilities of keeping up.
