Vortex seems to be running already (1.1.12)

I updated to Vortex version 1.1.12 today and I am trying to mod Fallout 4. I am using Windows 10, x64, and I have 16GB of RAM. I am using somewhere around 175 mods, but the game has been stable up until I updated to 1.1.12 earlier today.

 

After I updated Vortex, I attempted to download a mod from Nexus. I got a strange error message that was something along the lines of not having access permission, though I'm not sure about that because the application crashed before I could do anything about it. I tried restarting Vortex, but now I'm receiving an error message saying "Vortex seems to be running already. If you can't see it, please check the task manager" I restarted my PC and then tried to reinstall the older version of Vortex to see if the update is what caused the issue, but that didn't seem to do anything. Any help would be appreciated.

No, I haven't run Vortex as an Administrator. I checked the ownership for as many Vortex folders as I could find and they seem to be correctly assigned.
