Is this normal for vanilla? (oldrim and lines through some snow textures)

Hey guys, I'm having a bit of remembering issue. It has been years since I played vanilla oldrim, but do not recall this odd shading/criss-cross lines on the textures in the screenshots. I have completely reinstalled the game - including cleaning registries, deleting profiles, save files, deleting the installation folder, deleting the user/Skyrim folders, and rebooting. In every way as I know how, the game is vanilla and have done so three times.

 

These lines only seem to appear in this area across from the Windhelm docks and only in the morning hours. Moving closer to them leads to their recession/fading as though it's a draw distance issue.

 

Is this normal oldrim or could there be some file or setting that I have not reverted to vanilla?

It looks right to me although I would still recommend getting vanilla optimized textures.
