adding targeting hud and other mods to power armor problem

Hi Guys and gals,

I currently am at level 81, have full science and all other required perks, as well as more than sufficient raw materials to be able to add things like a targeting hud to say an X03 or X02 or even an X01 power armor, but cannot get anything onto my power armor suit/s. The message: "requirements not met" comes up and the mods in the right column in the menu are grayed out when I use the power armor station. The levels of materials in stock shows up correctly, same as it does in the Inventory (Pipboy and Workshop).

I am currently on my third playthrough, did the institute ending and the minuteman ending and now am on the railroad ending. Have blown up the Institute and eliminated The BOS, leaving just the minutemen and the railroad to co-exist in the Commonwealth.

I have a full suit of X03 via Unoctiums mod and it will accept repairs and upgrades to individual armor pieces from say MK1 up to MkVI. I have managed to get a jet pack on there, can change paint jobs thru the Hot Rod mag perk but that is about it.

On both previous playthroughs I was able to completely outfit and upgrade an X03 power armor suit using the same mod as presently loaded but this option is not now available.

Anything I am missing or need to check on to get my power armor suits fully kitted out?

Heyyou,

I have all the perks to their maximum, gained by gameplay, not cheats, and all the materials necessary. It tells me what I need as far as perks go (have this) and also what materials are required to make the mod (have all these), but the mod options are greyed out and unavailable. Something as simple as Kinetic bracers cannot be added as it is greyed out even tho I meet all requirements.

No , load order is the same as both previous playthroughs as I tend to keep all things the same without any drastic changes. What I may have to do is slowly disable mods one by one and test to see if I can isolate any problems in the existing setup. What is throwing me is that I finished the Institute playthrough, and started a new game with all settings the same for the railroad ending. It was as I got to level 70 that I tried to upgrade armor and found this problem. beats the hell out of me!
