If you don't know how to do this, you may want to check out the Dragon Quest community on Discord. Perhaps you can find help there. You might also inquire if there's a mod manager that does support Dragon Quest XI. If not, as Pickysaurus has already suggested, you may inquire if there are people with coding expertise who could make an extension for Vortex. Vortex is open source.
