Looking for help resolving a cyclic load order problem

I'm fairly new to Vortex, but have tried several things already to fix the issue, and haven't found a post about an issue with not being able to resolve cyclic load order errors (if there is please let me know).

 

I have 4 mods that are in a cycle by "default". Call them A -> B -> C -> D -> A (this is more or less what shows up in the error message).

 

I have not created any load order rules for any of the 4 mods, this happened after installing them.

 

I first tried uninstalling each mod and reinstalling it one at a time, error persists, I then tried uninstalling all 4 and reinstalling them one at a time, error persists.

 

I have also tried breaking this loop by creating a manual rule that B must load after C to break the chain, however, this does not resolve the issue. I also tried creating a manual rule that B requires C, this also did not fix the error.

 

Any idea what I'm missing here?
