Have you tried using command prompt admin to force delete these files?

 

DEL /F /Q /A name_of_the_file
/F – force delete
/Q – will not display – Y/N confirmation and just will remove the files automatically
/A – selects the files having ready for archiving attribute
Also, file path can be used directly for example just type
DEL /F /Q /A C:\Users\HP1\Documents\file.txt
If your file gets deleted, no error will be displayed.

That's certainly an odd folder for Skyrim to be in. All legal copies would be in a Steam installation.

Whats the different?and i do have a legal copy of Skyrim(Steam)-i just don't like additional software running in the background.

Here,that's my steam.Is that satisfactory you?

I'm not saying there is something wrong with FNIS,i just was curious about those two files.
