Mods Are not working in xcom2 possible problem with destination/ second drive.

I am using vortex 1.1.15

 

I have 18 mods for xcom.

I am using windows 7 (64 bit)

 

I have two drives.

One is C/:

The other is S/:

 

Vortex base files are installed on C/:

 

Xcom 2 is on S/: through steam.

 

I installed mods but they did not apply to the game.

I let vortex to everything by default. I then changed the mod staging folder to S:\Vortex Mods\Xcom2 and did hardlink deployment (watched Gophers videos.)

 

I am launching the game from the dashboard of vortex.

I have tested two different mods to see if it was the mod. neither mod made a difference. Both of the mods are cosmetic add ons. I have not seen anything in xcom 2 that says activate mods or anything like that. maybe I am missing it.

Ok I started the game through steam and there are the mods I check mark them and all is good. Is there a way for vortex to handle this or do I have to run it through steam everytime?

Vortex Mod Staging Folder needs to be on the same drive as the game
