Mod listed as installed but it isn't

The Full Dialogue mod doesn't work.
I did all the 4 steps you wrote down for me.
Here is my staging folder (in case it helps somehow):

D:\Games\Mods

It contains the Full Dialogue Interface mod (I also had to select the correct language in Vortex) and 2 vortex files: __vortex_staging_folder and vortex.deployment.msgpack.

Edit: Reinstalled Vortex and installed Dialogue mod, which works now. Installed Scap Everything and it don't work in game

Did you put Scrap Everything in the DYNAMIC PATCH group so that it goes to the bottom of the load order like the Mod Page says to?

I couldn't find anything related to dynamic patch on the Scrap Everything's description page.
I have only two mods: Dialogue and Scrap, Scrap is on the bottom. I also can't move mods in Vortex and there is no "Mod Order" Setting/Icon in there.
Could you please tell me more about dynamic patch and how to order mods, I made a research and I know why one should order mod load.

Double click on the Scrap Everything in the PLUGINS tab, the panel opens up on the right, under GROUP set it to DYNAMIC PATCHES.

 

There's a built in Knowledge Base that explains about managing your load order.

 

The list can be sorted by the columns with the ^ and down ^, you can sort by Name, Flags, Date Installed, Load order, Mod Index, Group etc.
