Georgiegril
System restore does not erase/revert documents. I suspect that since the save games are in the documents folder, that is how they are treated. It sounds to me like what you have is save game corruption. The solution (as you demonstrated) is to start a new game. Applying an old save to a new game will reintroduce the corruption (as you demonstrated). There is no way to fix a corrupted save game. There is an addition to skse that can help with script bloating, but that does not appear to be your problem. I think you may want to consider cutting your losses and starting a new game. The good news, it appears that you will not also have to reinstall skyrim and all your mods, if simply starting a new character solved the problem. humankeg
Excuse me, bad choice of words. I reformatted all 3 of my hard drives. Skyrim was installed with Win 7 on my SSD. I also deleted all my mods with the reformat, and in the process of choosing new ones. Just REALLY surprised the save games were there. System restore does not erase/revert documents. humankeg
I just coughed it up as a loss. I COULD have just transformed into a werewolf each time after a load, but along with a Deadly Dragons mod glitch that left a 100% uptime "ice nova" spell being rained down on a small area in front of White Rune, I decided to just start a new game :( Man I hope that noise doesn't come back. Hmmmm, it helped a little bit.But i stil have the same static noise "sometimes"...
Landfried
I solved this problem by replacing the mag_cloakfrost_lp.wav in the sounds/fx/mag/cloaks folder with a silent .wav

Grospolina
I just had this problem and Landfried's answer (sounds\fx\mag\cloaks\mag_cloakfrost_lp.wav) worked for me. Sometimes a magic effect or shader effect seems to get stuck on the player and even the Tutorial: Removing Unwanted Magic Effects Form the Player thread can't help with it. As you can see from that thread, there are numerous effects that can bug out. The ones that are just sound are really hard to trace. Anyways, here are a bunch of sound "fix" mods. They are actually workarounds, because they just replace the offending sound with silence.Silent Magical Cloaks by agamedivine (This would have worked for me too)Chillrend Sound Bug Fix and Removal by VoularLooped Wind Sound Bug Fix by boonzElemental Fury - Sound BUG - Solution by 1GurU9Actually, I found out that my issue was caused by Enchanted Arsenal. I was testing a lot of effects and didn't notice that one stuck. Some of the frost effects use the frost cloak sound. I was able to fix it by disabling the mod, saving and exiting, enabling the mod, and saving again.
