Interesting, so you connection appears to be fine to some of the servers but probably not the CDN node you're connecting to by default. If you have access to a VPN are the downloads also having problems that way?

It worked yesterday but today it Request Timedout's again. /=

Unfortunately I don't have access to VPN. I can ask some friends in different countries to run similar tests from their machines.

Most probably the university network's security implementations that block the connection for some reason. Or you're using something like Peerguardian and you get yourself blocked because the university you're at gets blacklisted by Peerguardian.
