KeCap
I was thinking a city/fort/castle in the area roughly around the Nilheim Tower and the bridge just before the waterfall. The hold would encompass western parts of The Rift and Eastmarch, and maybe a bit of the Throat of the World. I imagine a city built in levels down the side of the steep mountain where the waterfall is http://images.uesp.net/e/ef/SR-map-Skyrim.jpg
imperistan
If I were to go about it logically, then you'd have to carve it out of the Reach, probably around Rorikstead and that one Forsworn castle nearby. However, if I were going for pure aesthetics or awesomeness? Carve it out of High Hrothgar. A city built into the entire mountain would be awesome. I'd try and encompass the Karth River within the city walls, so as to provide a supply of water during a siege. Also, trying to use the cliffs at the back of Rorrikstead as a natural defense would be wise. However, would that stretch the walls to thin? If I where to go somewhere completly different, I'd try a similar approach in the Rift. One end of the city on the river, the other on the cliff between the Rift and Eastmarch. Strategically, you could control half the Rift, and parts of Eastmarch (potentially including the mine at Darkwater Crossing?). You'd also control half the trade between Riften and Falkreath. And given its a safe and secure city, most of the traders would probably prefer to stop in the city (allowing you to tax them.)

That does seem like a pretty logical location from a defensive standpoint. But, it might be hard to acquire in the first place. Markarth is a relatively weak capitol and preoccupied by other threats, but Whiterun might not be keen on a new hold in that area. The areas of Eastmarch on the other side of the river from the capitol (the hot springs basically) seem like an easy grab. Windhelm is pretty isolated from it's own hold and their military is either in a major conflict across the entire region or weakened from that war. Riften is also a bit isolated, though it doesn't have as much environmental hazards between it and the rest of the hold. Riften, though, seems like the weakest politically. Might be easy to get part of that land. My Nileim idea would give the new hold an easily defended position with control over water flow to two/three other holds. Kayyyleb
A Minas Tirith style city built into the mountains right where the Labyrinthian currently sits. With the small mountain pass and numerous underground tunnels it would be easy to resupply/reinforce/counterattack during a siege.
Acetoolguy
Most major cities spring up around the coast or on waterways, i vote for the coast. easy food and trade.
HeyYou
Most major cities spring up around the coast or on waterways, i vote for the coast. easy food and trade. Or at convenient travel locations... Whiterun really could be a capitol as well. Central location, good for trade.

Whiterun is the most sensibly located hold-capitol of all of them, save maybe Solitude. The rest are mostly isolated from their holdings
breakwind
I reckon you could make Skyhaven/Karthspire a city....maybe named Alduin's Wall. The Reach could be split along the river, I think it is the Karth River? With the eastern part retaining The Reach name and the western Markarth part called 'Silverside' That would confuse the Forsworn.... and force Delphine into being homeless
HeyYou
Don't you think the respective Jarl's would have some real issues with giving up a large chunk of their territory though? Ever consider going south of the border??? Into the mountains?
