Allow mod authors to add spoiler tags into other people's comments

I'll keep this thread in mind when we start looking at the comments section, but I'm convinced if we limit comments to a reasonable height and require a "Read more" click to show the rest that will offset most cases like this.

how about that and adding comment tags for both users and authors. Users can tag their own comments and others can apply their own (like mod tagging and requires multiple people to add a tag to "officially' add it) and authors can apply tags. These tags are at the top of comments and can add something for authors to filter by so if they want to find "help" or "bug" comments they can.
