The inhabitants manage to keep the shelter somewhat functional and use it to house public services. Still, it's in the stage of deterioration that any vault will inevitably enter. The vault itself is breaking down and all but the top level has nobody living in it anymore except for a "stuttering loner." Lower levels are used for storage, not residence.
