Nachtej
i should add that at the beggining screen (the animated redrocket one) I can load the unmodded old saves there, but not when I actually load into a saveHave a look here. See if any of that is helpful. I don't play the vanilla game, ever.... and steam is pretty well blocked at my firewall, (except when necessary....) as I don't like it updating my games on a whim. :D
HeyYou
That's just odd. I have no idea why the game would be doing that. Wonder if there is an ini setting to 'fix' it......

WastelandProject
The first hypothesis was Steam Cloud to be disabled, then there is another: the game does not load unmodded saves because mod installation would change setting .ini file (probably video setting). In a timeline the loading of "vanilla" saves does not happen because the .ini file is "corrupted" in some line by installation of the following mods. The game reads .ini file with mod and not "vanilla". Try returning the setting vanilla configuration: make a backup of .ini file in documents and in Fallout 4 game folder, then the verifying of integrity game files from Steam will restore the vanilla .ini files.
