Is there a mod that stops npcs from randomly speaking to you unless you speak to them first?

There is one which stops them speaking to you, unless you're really close to them, but I don't remember the name. Sorry.

Maybe try different searching method/word ? If there is a mod like that, it usually helps.

It could probably be done by removing the existing sound files, replacing them all with silent ones. The Captions might still read their normal phrases, but that's okay, since you're just asking to not hear them all the time.

Don't need to chop up the game, just remove the triggers that activate those lines, maybe replace them with activate. (only speak to the player when (s)he activates them to start dialogue)

Just need to reduce the NPC greeting distance and you're done. It's a fairly simple fix I think. it won't completely remove their dialogue, but it would definitely make it less likely that everyone is in your face all the time.
