why vortex is telling me Failed To Update Plugin List ?

1) recently i have uninstalled and reinstalled my game files from the d drive to the c drive and removed all of my mods,then this notification started appearing

 

2)and sometimes when i start vortex it tells "purge files from different instances?" and when click purge it tells me vortex needs access "c:\program files (x86)\steam\steamapps\common\fallout 4\data\interface\translations\looksmenu_en.txt but doesn't have permission to"

When you moved your game files from the D drive to the C drive, did you make sure to PURGE your Mods first?

Also, the problem is, is when you moved Steam or your game files from the D:\ drive, where they were in an unprotected folder, you moved them to the Program Files (x86) folder on the C:\ drive, you moved them to a folder that windows that windows overprotects, to the point where WINDOWS has a hard time accessing it.
