Moksha8088
Barbas is a distinct possibility, but he does have Clavicus Vile to occupy his attention. That last part would also apply to Meeko, since he also is keeping a vigilant watch over his former master. Stump has both Dorthe and Frodnar working for him as information gatherers, so he definitely would have helpful information to pass on to the Dragonborn regarding Word of Power walls. Plus all these potential note and letter senders (Barbas, Stump and Meeko) have the innate ability to sniff out those type of things which may concern the Dragonborn
Valkasha
Simple, it's a different person everytime, someone random that saw you perform the shout.
Kestrellius
It's not Delphine. Even more than the fact that she has no reason to send you anonymous letters once you know her, it's completely out of character for her to do anything that would in any way help the Dragonborn! She is, after all, Skyrim's primary antagonist. Alduin? Ha! It's presumably someone omniscient (or near-omniscient), given the fact that they hear you Shout anywhere. It's not just Apocrypha; you can be in pocket dimensions, the depths of Blackreach, the mind of a dead homicidally insane monarch... Anyone think it's Talos? MakutaFearex
I am all for Talos, the simple reason being that in each of the past 2 games he has made an appearance but not here. That would explain his omniscience. Also, he would want your Thu'um to become stronger so you can protect the world he loves from being consumed by Alduin. northwind221
My vote is Akatosh or Talos. Considering the Septim line seems to be broken, having another D'ov bloodline as leader would be a good thing.
Ausbeindur
Possibly Arngeir? I've never killed Paarthurnax but I've heard that you won't receive those letters if you do. Esbern is another possibility, although it doesn't make sense that he would stop sending the letters after Paarthurnax died.

xJaegermeifter
Its anonymous.  Just a way to generate quests for you to do, and to make you feel special. Kinda like a placebo effect. You get a letter, feeling like its something special, but when in truth, its just a letter from the NPC God telling you theres these places in his world you havnt checked it. Nazgren
I think it is just random and that the courier saying "he" every time is just an oversight / blanket statement. However, it may be the psijics or calcemo or farengar, etc. it could be all 3, there both mages that study ancient lore, maybe there psijics too but undercover? An order as intelligent as the Psijics should know that you can only learn so much from in the shadows, but then why would they only directly interfere with the DB in the mages guild quest and not mention watching him/her?
