According to the error message you are getting, you are running the LE version of FNIS. It is complaining because you gave it an SE animation. They are not compatible...

No idea hold you got the LE version of FNIS. I suggest removing it and downloading again. Make sure you get the SE version.

EVERY FNIS error and warning must be corrected.

The URL he posted in the OP is the link ot the SE version of FNIS, most likely he's trying to use Skyrim LE animations with SSE FNIS.

Thhanks for the help but still having some issues. After updating the path on the dashboard shortcut and running the tool I get a bunch of warnings about incompatible anims.

>>Warning: \character\animations\FNIS_PCEA2\fp20_shd_blockidle.hkx not Skyrim compatible<<
V7.2 ...
All Anim Lists scanned. Generating Behavior Files....
Alternate Animation mods: 1 sets: 29 total groups: 59 added file slots: 974 alternate files: 557
Create Creature Behaviors ...
557 animations for 3 mods successfully included (character).
560 Warning(s).
Still seeing the error inside skyrim when I launch the game https://www.screencast.com/t/sKk59oDOhnY and the FNIS is not editable in the Vortex mod config bar still https://www.screencast.com/t/t6X8ssv4RscK
When I go to the path in the Open in File Manager for FNIS in the mod settings the mod is still looking at C:\!games\mods\skyrimse\FNIS Behavior 7_6-11811-7-6-1582308039 the path the vortex installed it to.

You need to fix that path in FNIS somehow

This is always the problem so far with FNIS, for some reason, people end up with the Folder Name "FNIS Behavior 7_6-11811-7-6-1582308039" in their path.

How does that keep happening?

The way vortex behaves is to add random digits likely a timestamp to the downloaded files. All of my vortex download paths have them. https://www.screencast.com/t/DmcfcQgD4U

ok, I will uninstall in vortex then go through the files and manually remove them.

Does Vortex cache any files or settings?

When you run FNIS, it will identify what version it is:

Generate FNIS Behavior files for Users V7.6 (Skyrim SE 64bit)
Call this tool: (IMPORTANT, or else all charactes will FREEZE!!!)
- After installing FNIS, or any mod that uses FNIS
- After deinstallation of any mod that uses FNIS
Try running it with no other mods enabled. Then try it with just PCEA2. Make sure it is the SE version.

Ok, removing everything, deleting all of the files, then reinstalling FNIS only the game works and animations are normal. I did notice that the default FNIS location for the tool when you add it is the mod staging folder that it is downloaded to. I had to change it to the skyrim rim directory. I get the game to load up now. FNIS by itself now works again. I am seeing some issues with I was still having issues with PCEA2 but I removed it and set it to be the last one to load and now things are working great.

Thanks for all the help!

Well to give a little more clarity, and thank yous to those who answer us confused modders. Well first I will start off by saying I browsed around to answers to my problem with FNIS not registering my directory. Therefore causing my animations not to be loaded. So I did some browsing around in my Steam folder and discovered I had two directories for Steam. What a relief that was for me. So in short before doing anything else just make sure you only have one directory for steam. Doing game transfers kinda creates a new directory even when you install it just be aware it's pointing to the right source to be able to get your animations.
