I have seen that there are sheep models from oblivion, but i know nothing of modding so i dont know if its possible to import those to skyrim. http://elderscrolls.wikia.com/wiki/Sheep As for pigs, maybe you could use the boars from dragonborn and retexture them and rescale them? Also, they might import for whatever materials they need. Methinks it's closer to bethesda's love of fast and dirty world building. I have mods for diversifying skyrim's wildlife, but im supposed to believe all of skyrim is clothed and fed off of cows, goats, and chickens? it's obvious to me that the jarls possibly retains some right to stop hunters from touching their game so you can't ask me to believe that those three animals are producing for all of skyrim even if people are sneaking in tons of game meat. And why would Falkreath and whiterun have sheep as well? they are aligned and neutral to the empire respectively and have the proper climate for them. as for pigs, they were notoriously dangerous to farm in ancient times, i remember reading something on cracked about that. so maybe nords don't want to farm a animal that could kill them, instead of farming the larger and far more placid cow.
