fallout 4 Atom's Judgement does't do rad damage

As the title says my Atom's Judgement doesn't deal any radiation damage, The mode is right, the listed stats are right, but when I use it on a legendary human when they mutate they get full health back. I tested the gamma gun and it works and I made an irradiated super sledg and it works as well so it's with Atom's judgement. I have uninstalled all mods didn't help. I believe a mod deleted a file or something as when I use the CC "help atom 0" the weapon doesn't show up, but the effect does, I added it to another super sledg to make sure it wasn't that item. I did find a different weapon though, "Atom's Embrace" a power fist with the atom's judgement effect on it and two broken fusion cores on the model. Sadly I have no idea what mod that came from, the only one that would make sense would be Church of Atom Overhaul, but that's not it because it was there after I disabled that mod. The weapon is now gone.I reinstalled the Far Harbor DLC with know luck. I'm gonna reinstall the entire game to see if that helps. If anyone has an idea please let me know, this is driving me mad.

 

Edit: a clean install didn't help, also tried to find it on a different character still not showing up.
