Low FPS and CPU/GPU utilization

I have been having issues with micro-stutter stutter for months now. What is irritating is that it is inconsistent. Sometimes the game runs so smoothly it amazes me, then the stutter comes along. I have tried undervolting both the CPU and GPU (undervolting of the CPU has really helped its performance, not much with the GPU). I thought perhaps I was suffering from thermal throttle as the stutter would increase when the temp went above 79 (I have a laptop so there is only so much cooling I can do).

 

I do not have as nice a set-up as yours (RTX 2060 for a laptop, 32gb ram, i79750H) but it should be sufficient to run this game, at least that is what I thought.

 

If you have mods that break the previs data, that could be the culprit.

If someone could come up with a mod that would fix this micro-stuttering, I would pay them handsomely as it takes away from the game-play experience.

this does not solve misconfiguration issues but it helps on most pc with a good cpu to reduce stutter a little.
