Mod installation stopping

I've been having issues installing mods the last few days (for Skyrim SE, if that helps).

I see that other people have been having trouble downloading through Vortex, but I always download manually and then drag the file over so I don't have to worry about this. What I'm seeing is that the mod install will apparently initialize properly but it will then sit on "installing" for hours and do nothing. I've noticed this when reinstalling mods I've had no trouble with in the past and with mods of varying sizes (even tiny mods stall like this).

I've tried reinstalling Vortex and I've rebooted more than once since then, so it isn't an issue of the computer trying to run more than one version of Vortex at a time.

I don't know if anyone else is having the same problem, if it's related to the new version, etc. I'm not sure if there's a cache somewhere that I need to clear out or something like that, or if this is a known issue. I also don't know what, if any, log files might be helpful to post here, but I'm happy to do that if anyone has any ideas. I haven't had any major problems with Vortex before now so I haven't had to do much troubleshooting.

Are there any notifications when you click the bell icon?

Sounds like Vortex may be sitting 5there waiting for you to give permission for it to do something, and you're not seeing the OK pop up box.

What drive is the game you're trying to mod installed?
What drive is your Mod Staging folder set to?

What deployment method are you using?
What game are you modding?

Sorry to go AWOL, life stuff happened and then I moved on to other games for a bit. To answer your questions:

No notifications on the bell icon other than "installing [mod]" which sits there indefinitely as the mod in question doesn't seem to install (I don't seem to have any issues with the "extracting" stage). If it's asking for any kind of permission, it's something that I've never seen before; I've been installing mods with no problem for a while before this issue came up. I've tried installing mods again, and I'm encountering the same problem I documented in the original post (mod install seems to initialize with no problems, but nothing happens beyond that).

The game and mod staging folder are both installed to C:/

I'm using Hardlink Deployment (I've never changed that).

I'm modding Skyrim SE, which I've been playing (modded) for a few years now with no issues.

I've poked through all of the settings and as much of the (seemingly relevant) Vortex documentation as I could to see if there were any solutions there, so at this point I've probably exhausted most of the really obvious potential solutions.

I've tried restoring a Vortex backup, and I've reinstalled Vortex. I have not yet tried removing Vortex entirely and starting from scratch, as I wasn't sure I wanted to completely reinstall all mods at that point. I'm willing to do that if I have to, as I'm missing a couple of mods I really enjoy, but I was hoping there might be a fix that wasn't quite so involved first (and honestly, without knowing whether a reinstall will fix the issues, I don't really want to be in a situation that removes all mods).

I'm open to any suggestions, and I'm still happy to include any documentation that might help.

i'd suggest you send in a bug report to the vortex devs. top right of your screen, three vertical dots - click that, send over the bug report and the diagnostic files. obviously something is broken in your install and that's the best way to see what's what.

if you are forced to do a complete removal/reinstall make sure you have your mod archives stored elsewhere so you can repeat your drag/drop operation.
