Unable to cap fallout 4's fps

Hi there, I am having an issue with fallout 4 I have never experienced where, on a fresh install, the game will not cap the FPS. Ipresentinterval in the normal ini files, and MO does nothing. Nvidia Control Panel, and Nvidia Profile inspector did nothing, I have just downloaded the latest drivers for my video card and that didn't help. I am using Windows 10 and a 3060 TI, if I need to provide any more info just let me know, but I am wondering why my ini changes especially are not effecting my install. The directory for my game is c/steam/steamapps/common/fallout 4. If anyone has encountered an issue like this or has suggestions I'd greatly appreciate the help, thanks.

Nvidia Control Panel has a number of settings to provide the controls. So you don't need to switch iPresentInterval to Zero. Leave it at 1. Go into your Control panels " Manage 3D settings ". Click on "Program Settings". Then click on " Add ". Find the search for the Fallout game. GeForce only shows Far Harbor in it for Fallout 4 and so you have to go to the Fallout 4 folder and select the desired launcher for Fallout 4. I use Fallout 4 Script Extender so I chose it's launch application since I use Mod Organizer 2 to load the game with f4se_loader.exe.

 

Make that the link you want to add. C:\Program Files (x86)\SteamLibrary\SteamApps\Common\Fallout4\f4se_loader.exe ". Once you have that in the address bar to the left begin to set up your 3D settings.

 

Search the Internet for Managing 3D settings : < name of your Nvidia card >.

 

My old card may not have the power and presets you can get your card to handle.

 

The following are the only ones I have changed. The rest I don't post are Off. Or not compatible with my video card.

 

Look for Anisotropic filtering 16x

 

Antialiasing - Mode : Application Controlled

 

Background application max frame rate < find adjustment setting for your Nvidia card > mine is an old card and is set at 100 at the moment and has only a little stuttering on occasion.

 

Cuda - GPUs : All

 

Low latency mode : "Low" I have read Ultra is preferable for Online gaming.

 

OpenGL Rendering GPU : I chose to select name of my video card in the menu that is last on the list.

 

Power Management Mode : Prefer maximum performance (is recommended)

 

Texture filtering - Anisotropic Optimization : On

 

Texture Filtering - Trilinear Optimization : On

 

Texture Filtering - Negative LOD bias : Clamp

 

Texture filtering - Quality : Performance

 

Threaded Optimization : Off

 

Triple Buffering : Off

 

Vertical Sync : Off

 

After setting up the way you want it all; click "Apply".

 

Your Mod Organizer 2 has all three of your INI's in control. You can find them in the menu with one red and three gray puzzle pieces "Tools" Under the little icon to the left of the screw driver and wrench for Fallout4 that look like tools.

 

BSA Packer and INI editor. Click INI editor.

 

Again, see if you can find a post on the Internet about the Managing 3D setting with your video cards name.

 

If you do use the Play button on STEAM your games Fallout4 INI may be altered back to the original too. That INI in your My Games\Fallout 4 folder so it would have to be reset after you launch the game from STEAM.

 

Otherwise; any time you launch the game (except from STEAM) it will chose the f4se_loader.exe.

 

I don't launch the game using Far Harbor in the list of games in GeForce. I don't know if it follows the starter in Managing 3D settings to launch the game with f4se-loader.exe.

 

GeForce doesn't show Fallout 4 as the game, in mine, Far Harbor is what GeForce found when I scanned for games.
