Is there a lever in vanilla Fallout 4? Maybe I'm just overlooking things...

Doesn't seem to be. There's a CryoPod lever, but that turns out to be a door, and a AnimsLeverAction, but that's for lever action guns. There is an ActivatorLever keyword ... but nothing makes use of it.

 

I admit, I'm quite surprised.

The circuit breaker one is close. You could also make one like in the picture since it can be made from separate parts. You would just swap out the trishapes in the circuit breaker nif and position them correctly.

One of the Red Wave (I think it's called) boat mods has lever switches quite exactly like the one in the picture.

Maybe if you ask the mod author, they will let you use them.

If it's a 2 part model, you can animate it yourself with Nifskope. (Not easy, but its doable, i did so for a sliding door)

If not, you could cut it apart, using Blender or 3DS. (and then animate it with Nifskope)

Maybe the DLC05ConduitFloorSwitch01 will do? It does come with a 'standard', but probably the closest thing to your lever the game has to offer.

I just took the trouble of looking up the model, to see what we are dealing with, and if there might be anything unused available. well... there is, just not usefull in this case, but boy... they never seize to amaze me.

There are 255 nifs present under Meshes\setdressing\MachineKit\MachineParts as opposed to the 4(!) available (and used) within CK/FO4 ... sadly they never bothered to finish texturing. (they all share the same metal)

 

Anyway, its a single part, so that complicates things if you wish to create your own.

A short video of the animated version i just created. It has 2 animations. Pos1 & Pos0. So it functions as a on/off switch.
