Can you confirm downloading through your browser is not throttled at 1.6MB/sec and this is only for Vortex?

Next, please can you tell us whether you have tried to logout of Vortex and login again just to ensure your Premium Membership has taken? Normally you'll know if Vortex is recognising you as Premium as it will no longer show the Premium banners within the app.

Next, ensure you only test on downloads that were started AFTER you went Premium. And by started, I mean not in your Vortex download queue before you went Premium i.e. you should have clicked "Download with Vortex" after going Premium as anything queued before then will not be using Premium links.

Hmmm according to this DL it looks like I am being throttled even on manual download , premium server LA.. It wont let me attach an image, but I was trying to download "BHUNP Egil's Demon Hunter" and it says 715 KB/s

I have logged out and back in multiple times, not only from Vortex, but also from Nexus mods and have cleared cache/cookies.

Yes, i haven't started any of these until after I activated premium.

As for vortex. There are no banners anywhere and it says I'm premium on there.

I think Pickysaurus is asking you to please complete the tests provided and update your results accordingly. Unless you're saying every single one of our servers is returning 10MB/sec download speeds for you?

File used for server tests. https://www.nexusmods.com/skyrim/mods/607?tab=files

Paris Premium - 907 kb/s

Amsterdam Premium - 1072 kb/s

Prague Premium - 920 kb/s

Chicago Premium - 630 kb/s

Los Angeles Premium - 1048 kb/s

Miami Premium - 827 kb/s

Singapore (Asia) Premium - 1093 kb/s

I did all of this using the manual download button on Nexus Mods and confirmed each mod said "Your download should automatically begin within a few seconds.

Your file is being prepared for download from Singapore (Asia) - Premium." etc for each region.

No VPN is on, Vortex was off during this time. Google fiber

Since every single server is returning pretty much the exact same results this normally suggests a local issue, either with your system or with your ISP's routing. None of these servers have any sort of physical or software throttling on them so the issue isn't directly on our end, and the fact you have slow speeds in 7 different geographic locations, all using their own transit lines and providers, suggests there is some sort of issue nearer to your end.

To further diagnose this, I suggest you try using a VPN and seeing if the speeds are faster. Pretty much every person who reports issues that affects their speeds to every one of our geographic locations has said a VPN resolves this issue for them, which narrows the issue down to your ISP doing packet shaping or similar throttling measures.
