Okay, I put it in the folder with Oblivion.exe, started it up and got the same message "unable to Load Ctl files" If I click yes it will say "unable to load clouds, stars, ect."

I put it in the Data folder, which on my Pc 'running on windows 7' goes Computer- OS - Program files - Steam - Steam111 - Steam Apps - Common - Oblivion - Data in the data folder is TES Construction set. So Yes I do have it in the Data folder, but it still won't work.

Please help! I'm Using TES construction set on Oblivion GOTY deluxe from steam, when I start it up I get the message "unable to load CTL files." does the CS not work with the steam version? Also I can't update the CS, it tells me it cant find the 'Old File' I'm a major modder for the fallout series, but before Skyrim comes out i would like to do a little oblivion.
