  1. hmm, so we know it has a high potential of being distance based. honestly no idea about 4k monitors, as i play 1080p atm until i get a 2k 120hz monitor try framerate locking to 59 fps. not 60, (also try different methods of framerate locking, enb, msi afterburner and any other you can think of) it could even be program based, strongly recommend msi afterburner first, as i currently use it, and it works perfectly, enb's framerate limiter in the past did not seem to work for me though. and also try disabling frame rate limiting altogether, this will however give you screen tearing, assuming your monitor is 60hz, it will be good to know if its your fps that is causing stuttering see the issue is that the 1080 is a monstrous card, and will be pushing out much more fps then a 60hz monitor can handle, this will equate to either stuttering or screen tearing, and even both, i know because (my 1070 which is also a beastly card, is currently pushing out 115 fps and my monitor is also 60hz and thus i am suffering from extreme screen tearing (absolutely no stuttering though), however i refuse to use vsync, since i cannot stand input lag, i choose screen tearing over input lag any day even though they are both very terrible. so ican only assume yours will be pushing out much higher fps especially on an unmodded game. although you are on a 4k resolution so not sure how much better the fps will be compared to mine. or even worse XD what it could also be is your gpu is being underused, it wants to be pushed hard. see the thing is, higher fov tend to lower fps, as you are now seeing a lot more things at a much further distance. and because you mentioned it did help with stuttering, it seems that the more pressure on the gpu, the more smoother the game play will be case in point, try an enb. see if that helps. an actual enb not just enboost. something like "grimwolf's institute asd" (here on the nexus) the one i am currently using, looks lovely, and will be more hungry then vanilla. you will also want true storms to go with it, for epic weathers and its what this enb is optimized around. these will put more stress on the gpu, and will be interesting to know if this effects your stuttering
  2. @LordTonyZ if only it was that simple. read-only, only means it cannot get modified, but it can easily get deleted and replaced, which is what steam would be doing.
  3. i very highly doubt free modding will finish, you can't put a price on creativity and passion. their are always ways past blocks in the road, ie creation club being 1 of the blocks. (for example, in steam, go to fallout 4 right click, click on updates, change to - only update this game when launched, then everytime you fancy playing fallout 4 simply turn steam to offline mode, and then the game will never update as long as you are offline, when you launch fallout 4 and that is just 1 of many ways to bypass these blocks in the road) the only way they can kill free modding, is if they decide to mess around with the creation kit or take down sites like nexus. this would seriously hurt bethesda respect, and upset an extreme amount of people, and most likely cost them a lot of money as well. i would imagine a lot of people would simply abandon their games. as modding is basically a right (because it has existed so long now, and the tools are their encouraging it) modding is as important as any other form of creativity (art, music production, 3d design, etc etc) and lets not forget, modding bethesda games have been around a very long time, it will not just up and finish like that. and lastly if free modding magically stopped, this will kill Bethesda games in general, and most likely cause an uproar. the whole creation club in my mind, is strictly aimed at console players, it will not effect pc players, as their is far more freedom, and many different paths to the same goal. (that goal being modding) case in point, if free modding was to go, bethesda games would not last very long at all. you will literally be paying for an unstable and un-fixable game, if free modding was to disappear. lets not forget as well, that if they were to charge for mods that fix issues, that means they are charging for patches, which is completely immoral. given the fact that it is their duty to offer us a fully playable game. failing that, then results in all kinds of problems, bad quality control, etc. it will just kill their representation, which also means considerably smaller player base, and likewise far less money. i honestly do not think bethesda is stupid enough to destroy their modding community, contrary to their payed modding scheme. as long as nexus and the creation kit exists, free modding will exist. whether mod authors decide to upload their mods to the masses or not is irrelevant, mods will just get shared privately and eventually make it to the public and thus free modding marches on :tongue:
  4. that is very confusing what you could try is a higher field of view to do this Go to: C:\Users\ Your Computer Name\ Documents\ My Games\ Fallout4 Open Fallout4.ini and Look for [interface] and add this below: fDefaultWorldFOV=100fDefault1stPersonFOV=100 Then Do the same for Fallout4Prefs.ini And also create Fallout4Custom.ini in Fallout4Custom.ini copy all of this below: [Display]fDefaultWorldFOV=100fDefault1stPersonFOV=100 so yea see if the above improves or makes the stuttering worse or makes no difference, either way it will be good information to know. as this will help to know if its distance based or not
  5. have you tested on any other demanding games more in the line of recent games, or games post 2015. ie games like witcher 3, dark souls etc etc,, basically do you play other games that are very demanding on hardware. fallout 4 is quite a demanding game. and skyrim is but only if its heavily modded. same applies to skyrim se, fallout 4 is far more demanding then both of these games. but only if said games are not heavily modded. older fallout and elder scrolls games will not be anywhere near as demanding as fallout 4. also to determine throttling, take note of your gpu and cpu usage. if gpu is 100% usage and cpu is much lower (because of the fact that fallout 4 uses the cpu far more then the gpu, which means the cpu is being lazy or throttled, by much lower i mean consistantly hitting 0% usage), then that means you are most likely getting cpu throttled/bottlenecked, this is very highly unlikely though, as the 7700k is a very powerful processor which can easily handle the 1080. however as mentioned before, windows 10 does employ core parking on i7 processors, the i7 7700k being 1 such processor, i had core parking myself. although if you have core parking, then that will throttle the cpu which would then bottleneck the gpu, and thus cause major stuttering, and even screen tearing. honestly if this was a modding issue it would be far easier for a solution, however theirs many elements of the equation here. it is sounding like their could very well be an issue, between the CPU, GPU and Monitor. maybe even the motherboard and or System Ram however what is confusing is the fact this sound like it is strictly a Fallout 4 Issue, thus eliminating the potential for hardware issues, as you said, but i can only know for sure if you are running other demanding games. Fallout 4 is heavily demanding on cpu and memory. much more then the gpu. to get a good idea of what should be the usage, the cpu should be hoverring around 80% where as the gpu will be mostly at 100% but this is on a heavily modded game. not sure the usage would be the same on vanilla. never actually ever played fallout 4 vanilla, as soon as i brought it from steam, i was modding it from day 1.
  6. well for a start only dx12 games dont work on windows 7, and they are few and far between. modern pcs do in fact have support for windows 7, their just harder to get. i have a z270 board with an i7 7700k, and am currently on windows 7. which is still pretty relevant to being the latest hardware. msi have released drivers for their z270 boards, so its up to other manufactures to follow, granted they were recent but still they work. the only thing is you need to jump through a few hoops to get modern hardware to work. once done, the system is far superior then windows 10 simple as that. research is what you need to do. for me, though i play few games, and am not interested in 90% of these games coming out, and thus all the games i enjoy all work very well on windows 7 not only that but graphics drivers will most likely always support windows 7., granted when dx12 becomes the new standard that will most likely change but their is still many years before that happens. this will also be when 4k becomes standard so yea long way. however you are missing the point of the post, its not a debate its aimed directly at the op, so they will no for sure or at least cut down a lot of potential causes for stuttering. since the op has an i7 7700k also, that also means they have a z270 board, which means their board manufacturer should of released windows 7 drivers.
  7. do u have 1 gpu or 2 i ask this because if you have 2 and are running in sli, this can cause microstuttering, judging by the information given, this seems like an hardware issue, or even a windows issue, windows 7 is really the last straw, to ensure that this is not a windows issue. since you have no mods installed, that would have most likely been the culprit, especially texture mods if multiple are used, or badly made. i can only assume that it may even be throttling. but either way this is seeming more of an hardware issue. which then become serious. if it is hardware based, their is a probability that it is memory based, more specifically, over clocked and fried chips or just fried chips in general (this is clearly not a definite but very possible to cause the issues you are currently getting, however if your memory chips were fried, stuttering would be the least of your worries, you would get bsod and crashing and freezing, but i only mention this as a possibility as you would certainly get stuttering, but also much worse depending on the severity of the ram) , this can either be ram or vram is fallout 4 the only game you are experiencing stuttering, if so could you list what other games you play, just to get more of an insight into what may be the issue. also do you have loads of programs installed or minimal. their really is a lot of potential reasons. but the 3 main ones would be, Hardware (more specifically ram or vram for this issue) Mods, and windows services and or programs. Continued out of curiosity, did you download and run CCleaner. both normal clean and registry clean, also make sure you are deleting unneeded programs as well, especially the crap that windows 10 ships with Windows 7 Lastly, disable you on board graphics card, just to make sure you are definitely not using it. can be done in the bios, all newer and some older Intel cpu's have inbuilt Graphics which are ovbiously very inferior compared to latest dedicated graphics card, all pascal, maxwell, gpu for example.
  8. you could also try deleting the fallout4.ini and fallout4pref.ini files C:\Users\Your Computer Name\ Documents\ My Games\ Fallout4 just incase they will both be re-created upon launching the launcher again.
  9. crash on inspection is usually to do with Armor and Weapon Keywords Community Resource or Armor Smith Extended which means one of your mods might of replaced Armor Keywords.esp or Armorsmith.esm with an older version, namely a mod that edits legendary items in 1 way or another. and judging from that f04edit report, that looks exactly what has happened, since armor smith usually only has 1 itm not 5. so basically 1 of your mods has replaced armorsmith or armor keywords with an older version. so look for any mod that requires it, and that should be your culprit for the ctd or alternatively reinstall Armor and Weapon Keywords Community Resource And Armor Smith Extended Overwriting any file nexus asks with these new reinstalls and that should fix your problem i forget which one, pretty sure its armor smith though. but just reinstall both to be on the safe side. Edit: basically your armor and weapons keywords community resource has been replaced with an older version since their is no itm s in the new version. also you dont need to clean these files, as they for me at least have never caused issues, only when a mod replaces them with older versions, which some mods do have older version of the these files in their download. these 2 files are prioirtiy and should always replace other files that have their files as part of the other mods download if that makes sense.
  10. i know feeling man, completely agree with you, but i do know their is always a solution. but thats just these games in general. you need to do a lot of research, as these are very fragile games. because of the weak engine. but yea try playing in windows 7 as a test, i know it a pain, but it could simply be windows 10 for me windows 7 is greatly faster, better at gaming for older games. and just all round more solid. for example simple things like this Continued

Very old game engine, blatantly way past its life span. it has suffered the same life span skyrim had, being that their both made on the same engine and both been plagued with issues from the very start. mods have greatly made them more stable, but that can only do so much, bethesda knows their game inside out, their the only ones that can truly fix the game. as to truly fix it, it would very likely require access to the actual source code of the engine. i would also say bad quality control. only because we still have the same issues that we had on launch. the texture corruption is 1 such issue. mipmap bug is another Note: i will say though that i did not have both games from launch, i am basing this on the fact that i did watch full playthroughs of both games back in the days of their launch and did very much notice said issues above, especially later on when they played through nuka world, and the entire arena had severe texture corruption, so much so that it was impossible to actually do the content. these were both completely vanilla games, no mods at all (strictly base game issues) i also remember getting dragonborn dlc for first time, again no mods at all, and the content kept crashing for absolutely no reason. multiple times at different places. so yea, very bad history.
  12. got a few questions are you on windows 7 or 10? is it stuttering everywhere or in specific places ? do you have Nvidia geforce experience ? whats your ram and vram memory usage whilst in game ? and lastly have you disabled any windows service, also the telemetry services in windows 10 can cause severe frame drops, aswell as just severe stuttering, overlays can also cause problems, i personally have not had such problems with overlays, but many have. msi afterburner, steam overlay, geforce experience etc etc, these can interfere with enb. since they all hook into the dll that the enb is also hooked into. if you have geforce experience it is highly recommended to get rid of it, it can cause many issues, and the options it recommends is not good, these options can and have messed up games before. for example it always recommend ultra godrays, which infact destroy performance, while the card could easily handle it, the engine cant. Additional Info Note: i put spoilers to prevent a wall of text, all info is valid :)
  13. disable god rays and volumetric lighting its probably not the same issue, but i was getting severe frame drops in first person whilst aiming doing the above completely eliminated all stutter/ frame drops gtx 1070 + i7 7700k if that fails, ensure that vsync is completely off in both nv panel and fallout 4 prefs, and make sure you have a framerate limiter, i recommend Msi afterburner, its free and is pretty solid in frame rate capping, plus its extremely useful for monitoring temps, cpu, gpu and ram usage. Vsync Info Enb Method and lastly, make sure you are playing in fullscreen mode, not windowed mode, as nvidia cards do not like windowed. again in my experience. very apparent in skyrim, where i would actually lose fps for being in windowed mode and stuttering Note: i just re read your post after posting this and noticed you mentioned vsync so you can safely ignore that part. Note: the enb method will most likely solve it assuming you have not tryed already, as this could very well be a memory issue (ie low memory)
  14. I think this has to be a glitch on Bethesda's part. There's no way they want to give us all the assets for these mods. It's just begging for them to be pirated. And as some have said, if we got all the assets for every CC mod, the realities of hard drive space would force many of us to uninstall Fallout 4 pretty soon, which means we obviously won't be buying from the CC. Bethesda's stupid enough to have a buggy af launch. They're not stupid enough to do this intentionally. its possible, this type of practice has definitely been done before, where gaming companies would have their dlc already on your computer, but it would just be locked until you buy it, borderlands is 1 such game. this was most definitely a mistake, but it could be possible in how they are going to do it. (by this i mean the content is already on your computer, only it will be locked) unless its going to be how it is done on consoles, where the player would click on the mods and then that takes them to an archive of them. makes more sense, but still. however this would then cost bethesda as they would need to pay for a server to host all of these mods. so it would then be risky, since they are then competing against free mods. and for us pc owners, theirs really no incentive to buy these mods, unless they blow us away, so for me personally they would have to be of high quality, and mainly quest mods. big quest mods. as i am very much against micro transactions. regardless of how they are trying to play it, it just seems like micro transactions to me, which should only be for mmo not single player games. i don't know though, this update should of been optional, and not forced. as far as i am aware this update does not actually fix anything. so here is hoping it does fix issues, that the game has many of. the texture corruption, and permanently low res textures are the ones i am really hoping has been fixed. very unlikely though. tried enb and many other fixes to no avail. still getting this, which is very annoying to say the least. especially when i have a lot of very high res textures that make the game look great, but then i occasionally come across textures that look like y2k era textures. you would think 20 gig of memory, as well as gtx 1070 and an i7 7700k would make these issues not existant, but no, you are at the mercy of a weak engine. (pretty salty as i cant even play the game until f4se gets updated)
  15. this does not bode well for solid state drives, which are already pretty small, hell windows 10 and a few hundred mods and my ssd is almost full already. so looks we are going to have to always play in offline mode, Fallout 4 - updates - only update when i launch this game then only play fallout 4 in offline mode
  16. completely agree with post above, i already love this mod and it ain't even complete, will definitely endorse once its made it way to nexus files. would even say this has file of the month. you see a lot of overhauls, but not any as complete as this. you have a big fan here.
