If you open the skin color palette texture file and take the saturation completely off from the darkest color it could work

Maybe the skin color palette doesn't go from black to white but instead is hues of brown, I don't have skyrim installed so I can't look at it right now but that's my guess

It's not stated whom it's to be regulated by, the government or the militia itself which could mean either as they had just overthrown their english government with their own people

I don't believe it's a rewriting at all, the first half only explains why the people should have a right to be armed because they would be unable to form a militia without weapons, unless they're planning to form a social workers militia

That's a good break down of the first half croc but how would you dismiss the important ending half called "the right of the people to keep and bear Arms, shall not be infringed."

Hard to say, you should try it and see if it works

Search for the armor in console "help paladin 0" or something, you don't have to run around wondering if the mod is working if it's not there

You could try manual install and just enable the esp in vortex and see what happens
