About the mod problem maybe you receive better help in it's thread but you can try to use Fo3edit masterupdate. As the showrace menu,yes there is a similar problem, like in oblivion, when you change race thought the console the perk stop do work, so the only way to get them work again is using the console (player.removeperk to 'clean' and the addperk to give back) Also it's appears to have a way to avoid this issue when changing races, try this: 1) Open the console and type showracemenu and press Enter. 2) DON'T CLOSE THE CONSOLE... leave it open and make your changes. 3) When you're done, don't click the Done button. Instead, press Esc to bring up the menu and Save into a new (recommended) or existing slot.
