Animations are a mighty big obstacle to get around. However, JS Black's Ghost mod looks like it's doing something similar, so this might be possible.

Try fixing your load order, so the .esms are at the top and in this order: Fallout3.esm Anchorage.esm BrokenSteel.esm CALIBR.esm SeducingWomen.esm

The helmet is looking awesome. And Yoko's rifle (as well as Yoko herself) is from Tengen Toppa Gurren-Lagann, or simply Gurren-Lagann.

Not yet, but you could probably download the Classic Fallout Weapons mod and change the leveled lists in the GECK to make them replacers. You could mess with people by giving him a Ghoul or Super Mutant face.

Even if you did, your XBL account would most likely be banned, since that would be frowned upon (for console, anyways).
