Mods can't be deployed, Vortex says none of the solutions can be applied.

Basically the title. Yesterday I was having issues with my Oldrim game starting so i decided to start from scratch. I deleted all my mods and my game and SKSE since I didnt have much set up in the first place, since im normally an SSE player. I installed the game again, installed SKSE from Steam, then opened up vortex to make sure everything was fine and was met with a red "Mods cant be deployed" notification. I flipped through all the solutions that popped up and none of them are applicable apparently. What confuses me the most is that two of them say that the game must be initialized first, which i do not understand. I am almost positive that any initialization it is talking about is finished, I even started the game from the Vortex dashboard. Ive attached some files of what i am talking about and also included my download and staging folder location in case those are handy.

When you "Deleted all your mods and game", did you PURGE the mods first?

If not, then Vortex still has the hardlink info and thinks that the mods are still installed.
