Vortex not doing anything

My games are on a separate drive so I put the mod staging folder on the same drive but vortex still doesn't seem to do anything. Trying to mod fallout 4, just adding the raw input mod. Tried to mod skyrim too. I made sure to setup skse and f4se properly.

 

When I load into the game the mods aren't loading.

It seems that you haven't invalidated your files for modding purposes. First check to make sure you have the correct Deployment Method set up.

2. Enabling

3. DEPLOYING

the mods?

 

I have no idea what the other person is talking about "invalidating your files for modding purposes" even means.
