Windowed Mode via Vortex?

It is a fix.

You have to run the launcher.exe directly from the game root directory, not from Vortex. The root directory is also where the game .exe is located. As I said earlier, Vortex does not deal with game settings. Windowed mode, screen resolution, graphics settings, etc. are settings handled by the game launcher.

Adding to what Augusta said - run the launcher, click Options, and select Windowed. Make sure to set the resolution.

Save and Exit. Do not click Play. For that you need the SKSE launcher.

And there is no such thing as a "Vortex SKSE Launcher". SKSE is an unrelated product. It can be run from Vortex or with Vortex not running.

Okay, so I apologize, Augusta. My misunderstanding...

So, open SkyrimSE using the exe and click Windowed. Close it, open Vortex, click SKSE64 in Vortex and it will run in Windowed mode, yes?

I'm sorry if I appear dense. Just want to make sure I'm actually comprehending what is being said.

EDIT - I opened Skyrim via the SKSE64 button in Vortex after having clicked on the Windowed option via SkyrimSELauncher... It's not windowed... (by windowed, I mean I can still move my cursor while Skyrim is up - I run dual screens and want to be able to play on one and use the other as a regular screen at the same time).

Again, I apologize if I'm not making myself clear. I'm not sure how it all works, so might be describing things incorrectly.

EDIT2: I just opened the SkyrimSELauncher and double-checked that it shows as Windowed and Borderless - just to remove that from potential issues. Resolution is set at 1920x1080 (same as the full screen, but I can move it around and work with things behind it/click out to use other things). I hope this is making sense.

Instead of having a windowed game, what happens if you simply use Alt + Tab while running your game? Would that allow you to have Skyrim SE on one monitor and something else on the other? Since I don't have dual monitors, I have no idea whether this will work or not, but I thought it worth suggesting.

Use the SE launcher to set SE to WINDOWED BORDERLESS, QUIT the Launcher, then run SE by running the SKSE_LAUNCHER.EXE

No need to run Vortex.
