kaikasu Posted August 6, 2013 Share Posted August 6, 2013 (edited) I know the whole Civil War line is riddled with bugs, and quite honestly, I wish it wasn't even in the game at all. I've had it break on me more times than I can count now, both on the playstation and on my PC. At least when I'm on my pc I can sometimes use the console to do something about it. I've found through testing that the sooner you book it through the CW questline, the fewer bugs there are, but there were some things I wanted to get done in my current playthrough, and now it appears I've shot myself in the foot by doing so. I've just finished the battle for Whiterun. That quest ended, and Liberation of Skyrim began, telling me to report to Ulfric. I've gone to Windhelm to do so, but he has no quest marker above his head, and no interest in letting me report in.I've gone away for almost a full in-game month, doing other random radiant quests and furthering myself along in my guilds, I come back to him and still nothing. I've tried beating him into submission, with no luck. There's no save early enough to go back to that wouldn't just be better for me to start a whole new file. So I'm asking for suggestions. Has anyone had this problem and fixed it? mairujyat Posted September 7, 2013 Share Posted September 7, 2013 (edited) I want to bump this. Literally almost the same problem happened to me, and I found no fix for it. Trying to manually advance quest stages doesn't work, either. For whatever reason for me, every stage except stage 1 and stage 255 (finishes the quest) actually exist in-game, and the only things I'm running are Skyrim patchted to 1.9, with all DLC, and the Unofficial Skyrim patches (also the patches for all the DLC). I got stuck with "Liberate Falkreath Hold", but finished the main quest line without starting that, and all Ulfric wants to do is tell me they've stopped the fighting... Everywhere I've looked, though, there's no sign of any glitch like that anywhere. From what I've seen through the forums on other glitches, over time the save corrupts in some weird way over time, causing it to sort of... break things. In this case, it seems to 'forget' the existence of quest stages. Trying to push through Civil War from the get-go, like Kaikasu said, seems to allow for regular progression... I've yet to test further, but I plan to try pushing my way through the main quest (avoiding side-quests), then doing a play-through with Civil War up to the Battle for Whiterun followed immediately by Season Unending (like I did in my main playthrough, minus side-quests). Update: I fast traveled back to Whiterun via the Stormcloak camp that still existed and talked with Vignar and a few other NPCs. Exited Dragonsreach and fast traveled back to Ulfric and now he gives the correct dialogue. Not sure what exactly fixed it or if it is a bug with the Open Cities mod. When I opened the map to fast-travel back to Whiterun, I noticed that the city's icons were missing, but the Stormcloak war camp was still there, so I traveled there instead. That caused the Whiterun icons to reappear, and Jarl Ulfric to give the proper dialogue next time I spoke to him. Link to comment Share on other sites More sharing options...

Whiterun isn't on the map and Ulfric cannot be reported to. This embarrassment should have been cleaned up by Bethesda ages ago. And worse, no clear solution from even the mighty Nexus Mods forums. fleck05 Posted March 2, 2017 Share Posted March 2, 2017 (edited) Had fun with Fallout 4, so I decided to try Skyrim. It's been fun, but Whiterun is missing from my map and I can't get liberation of Skyrim to complete. Found this thread and tried every solution listed, but Whiterun icon still gone. I haven't done a hard save in 8 levels... guess that's on me. I should know better with all the Bethesda glitches I've been warned about. Losing that much really sucks. What finally worked though was getting arrested by one of the stormcloaks in whiterun, I let him put me in jail, and when i got out the area had reloaded, everything was back and I could turn in the quest to Ulfric.
