showler
There's a few things it could be. I'd really recommend trying the Discord to see if anyone knows the solution right away. That said, I notice that the NPC overhauls you are using have a plugin file for each character. That suggests that the author is altering the assets for the characters from the vanilla settings to custom settings. If another plugin is altering those two characters in any way it might also be setting them back to the vanilla settings as a side effect. You could try moving those two plugins as low as you can in your load order to see if that helps. You can do this by changing the "group" they are part of to one that is very low. Possibly the "late loaders" group. I think you do that by right clicking on the plugin in the plugins tab. Unfortunately, this could also change whatever the other mod is doing and require a patch. If you know how to use xEdit you could also use that to see if there are conflicts between the plugins for those two characters and other plugins. As for the rule, in the "mods" tab of Vortex there should be a button along the top that shows all the rules that are set. I believe you can delete rules through that. But it likely won't do anything useful.

showler
Just to reiterate, if moving the plugins lower fixed their looks then it indicates that you have a conflict with another mod concerning those two characters. Moving the NPC overhaul lower might cause the other mod not to work properly. You should look into xEdit to compare those two files to all your other mods and find the conflicts. Then you can make a patch to ensure the mods work together properly. Or, contact the author(s) to see if they want to make a patch. Without knowing what mod is conflicting, it's hard to tell how much of a problem it might cause for you.
