masterlist "Failed to update masterlist" and "Failed to load master-/userlist" (Tried everything to solve this. Please help!)

Please check the Vortex Diagnostics file attached in this post. It is not very long.

First time in a while with using Vortex. Last time must've been months ago for Enderal: Special Edition. Still in the same OS, same computer configurations, etc. Here was the result as soon as I set up Fallout: New Vegas into Vortex (brand new installation of both Vortex and F:NV

- Failed to update masterlist

- Failed to load master-/userlist

Windows 11.

Firewall disabled. Windows Security, everything inside of it that can be disabled has been turned off. Threats history checked every now and then, with no new additions.

My network in regards to about anything else in my computer has no issue whatsoever. No additional anti-virus is installed. No additional firewall is installed. 

Vortex has been re-installed now several times in the last few hours, with its remaining files deleted and also not deleted on some of the other attempts, to no avail.

Both the Vortex installation folder and the choice of storage drive into which Vortex was installed was different on each attempt (there were several attempts.)

Vortex Version - 1.11.6 (Latest as of the 26th, May 2024.)

Game - Fallout: New Vegas

Yes, I have. There was no masterlist folder, nor was there a masterlist.yaml file.
I have also created a masterlist folder and a masterlist.yaml but Vortex did not want that file and told me to delete it so that it can create it by itself, which it doesn't.

I forgot to mention: folder permissions are most probably not the issue! I have tried several permission configurations for both the Vortex software, its own folder, the Fallout NV folder, the game's folder, etc.
None of that did anything. And for more clarification, I am the sole user of this computer and the administrator, though I do not open Vortex with admin privileges as it advises me not to.

(Loose files warning is not an issue. I mean the error ones in red!)

Couple of troubleshooting things:  Have you run Fallout NV from the original game launcher to allow it to create all the necessary files?

Have you checked in your extensions tab to see if there is any problems with any extensions (you'll need to hit the "show enabled" button)?

If both of those check out then it seems like you are having trouble connecting to GitHub for some reason.

The usual test for that is to try installing a free VPN and see if that solves the problem.  If it does and you are sure you don't have a issue with a firewall, then you may need to contact your ISP to see if something on their end is interfering.

Yes, I have run Fallout New Vegas from the game launcher, changed some settings, played for 10 minutes, and the registry does recognize that folder as the game's path. I have also manually chosen my Fallout NV folder in Vortex just to make sure.

No problems with extensions, at least as far as I can tell from a first glance (screenshot attached.)

Also, to reiterate, I have successfully used Vortex before on this machine, using this same internet connection, but with another game. It's been months though, I don't recall any similar errors or any bad experiences.

I have disabled the firewall, tested it, enabled it and made exceptions for Vortex, and so on. Same result. Everything else on Vortex, such as in the dashboard, seems to connect to the internet well, such as checking for updates, logging into my account, Latest News, What's New, New Files, and so on.

What free VPN would you suggest me to try in order to troubleshoot this?

I don't have strong feelings regarding VPNs.  Last one I used was PrivadoVPN which allows a fair amount of data for free.

Masterlist and Userlist come from the LOOT application and have to connect to GitHub.  Most other things Vortex does involves connecting to Nexusmods.com, so sometimes that makes the difference.

One unusual fix that people have indicated sometimes works is power cycling their router.  Apparently a new IP address can correct the connection problem, though I have no idea why.

I had no idea it was due to LOOT.

Now I have created the Roaming\Vortex\falloutnv\masterlist folder, downloaded the masterlist.yaml manually from LOOT's github for Fallout New Vegas and put it there. The number of errors has gone down to a single one: that it can't update that file, which is fine. The other errors about not being able to load it are gone. So far so good! I hope it doesn't turn into a problem later.

I have the same issue with Win 10 trying to continue to play my heavily modded Fallout 4 Storywealth collection.

What was the solution and an explanation of the problem? 

Best I can figure out is something is outdated with LOOT and can't connect to GitHub, but not sure.

After insuring my existing masterlist.yami did exist, backed it up and followed the instructions to "delete .../vortex/fallout4/masterlist "to force it to download a new copy.""   That produced A LOT of errors.   I undid my delete and am not back to the original error.   

"Network connect was not permitted, please check your firewall settings"

I'm troubleshooting getting F4 to run again, modded.   

I'm wondering if this is part of the problem with my install failing to run now.... confused.
