Not all mod authors fill in the Requirements section. If it isn't filled in, you'll have to search for the mods mentioned in the description using the search field at the top of the screen. If the required mods are not hosted on Nexus, try a general internet search (Google, Bing, whatever). If you still can't find them, then they've been taken off-line meaning that you cannot use their dependent mods either.

Most times, I'd even go as far to say most of the time, a mod will have a requirements section that lists and links required resource mods.

Some, especially racemenu presets and NPC replacers in my experience, will instead list "suggested" mods in the body of the mod description, which, for the purpose of duplicating what you see in their snapshots, are actually requirements by any other name.
