Gunslinger808
Ha, let’s play along, he evidently has the Dragonborn shout, used it to kill the high king Torygg but doesn’t use it again till the final battle. How did he acquire the shout, did he know more than one, and evidently used the one he used which would require the absorption of a dragon soul. Did he deny the Grey Beards of High Hrothgar by ignoring their call?
showler
Because he can't absorb dragon souls or mysteriously understand/speak the dragon language. He learned the Thu'um the same way the Grey Beards did. Through study and contemplation.
jjb54
Same reason the Graybeards did and are not Dragon Born. I'm wondering how he learned it? Since I know the GB's would not have trained him. It makes for an interesting question to be answered?

SirCadsimar
Ulfric was not blessed by the Divines to be Dragonborn. Uh, don't ask why Miraak was, that is still a mystery... The Thu'um is an ancient power given to humans by Kyne/Kynareth. Some, mostly Nords, possess the power and some don't.
showler
Seems likely that Miraak was meant to protect humanity from Alduin, same as the Last Dragonborn. But whoever programmed his game included a proper "evil character" route...though he lost the game.

They actually did train Ulfric as a Greybeard for almost 10 years. He left his training early to fight in the Great War, and then became Jarl of Windhelm/Eastmarch after his father died. @SirCadsimar already cited the dialog where Ulfric mentions it, and Arngeir never says anything that disputes it. But he became a champion of Hermaeus Mora instead, and learned from him how to bend dragons' will. Fellow dragon priest Vahlok the Jailor learned of this and defeated Miraak -- but before he could actually kill him, Mora snatched Miraak away to safety at the last second. Miraak stayed in Mora's realm, learning more to grow his own power with plans to one day break free of Mora's rule. ...Maybe Miraak should've sought treatment for Chronic Backstabbing Disorder.* * WARNING: TV Tropes link!
