"cyclic rules" except there aren't

Hello, I'm encountering a problem. I'm modding Skyrim, and I want a specific mod (armor_perk_fix) to load after another one (correctif cutting room floor). So I create a new rule and sort the plugins but I get the "plugins not sorted because of cyclic rules" message. The problem is that there are no cyclic rules ! There is only one rule (A must load after B). But it keeps telling me there are cyclic rules even if I delete the rules and create just one rule again. And I get the same message every time I try to create a rule involving armor_perk_fix. How I can I fix that ?

What exactly is a master ? And how do you know whether a plugin is a master or not ?

Also, if it can't load after a .esp, why can skyrim_armor_perk_fix.esl load after unofficial skyrim special edition patch.esp ?

To rephrase what has been said above:

.esm files are masters

.esl files are (light) masters

However, a .esp file can be any combination of master/not master, light/not light.

So while you can be sure that a .esm or .esl file is a master, for a .esp file you need to consult the flags column inside Vortex.
