Whatever mods you added lately - they are the ones you need to look at - not the entire list.

In MO2 there is an Installation column in the left pane.    Right click on the header, tick Installation and sort on that to find the most recent mods you added and start from there.

Not sure how Vortex does things.

Everything was working, I saved it all to a collection then wiped Fallout 4 from my computer and reloaded it all.  Now I have this issue. I switched between Spring Cleaning to Scrap everything and still couldn't get it to work. I added the column to vortex to show Enabled Time, however that goes back to the start of this paragraph.

You are trying to load a save that was based on a load order - the one when everything was working.

You'd literally have to repeat that load order - in some cases verbatim.   Do "Collections" repeat the load order verbatim?

Might try opening the console, and clicking on one of the houses... See what the first two characters of the item ID are. That's the mod it comes from... 00 is base game.

Likely your load order changed, and that is what did it in.

No I can't even use the disable command, it just shows the mod I've been using before all this started.  Last year I had the problem and found a mod that once disable it was fixed.  I think it had something to do with the whole map, because Ive noticed it at Red Rocket and other settlements, fixing procombines or something?

I removed all SS2 mods started new game and still have the issue. I also removed the Rebuild mods mods and still had the issue

A precombine repair mod can bring back formerly scrapped ojects afaik. But I would not think that it prevents scrapping again. Also I don't see any in your load order (maybe I am blind). I don't know whether such a mod without a plugin file exists, but you could look into your download history whether you find something like that. For me there are some questions. Can you get in workshop mode at all? Is the scrapping option not there or does it simply not work? Can you build something in the related settlements? If yes, can you scrap the newly buildt objects? I see a lot of settlement/ workshop mods in your load order. Beginning with Workshop Framework, Spring Cleaning to SS2" mods and settelment bots, etc. Maybe disabling (only for a test) all of them would bring a result. If you are on Steam with game version 984 you could verify game file integrity. You could rename (or delete) the three ini-files in....Documents\My Games and let the game create new ones. As a last option, if nothing helps, you could think of a clean new install. You could a make a copy of your game folder, your savegames and the plugins.txt before and afterwards uninstall the game, delete all before mentioned files and folders and make the clean new install. Afterwards play without mods until you reach Sanctuary again and make it your first settlement. Normally scrapping should work again. You said you saved your mods in some kind of collection. In case of a new install it might be good to install them one by one with much testing. I know that this is the hard and long way and hope you find an easier solution.

It isn't just precombine repair mods. If you're deliberately disabling precombines for an area, the mod that does so should be as close to the end of your load order as possible, the same way that PRP and other precombine related mods need to be. I could disable all of the precombines at sanctuary, and the instant I add another mod that places a single nuka cola bottle in the player's house, the precombines for that cell will come back if it comes later in the load order.

This is a problem I run into all the time while building settlements or editing locations, because I often disable precombines while doing so and then just rebuild them once I'm done.
