First of all who is he it may make a difference. To get him to fight you you need to taunt him successful three times in a row. You then get them say something like "thats it I going to get you now" and you get a goodbye appear in your screen (the red one that goes white when you click it) when you exit they attack you.

 

Successful taunting requires a decent speechcraft skill

Well...normally using it, but often hard as it can have detrimental effects if you mess up (as you do at low levels).

 

Admiring is a good way as is bribing but admiring is more often unsuccesful than sucessful at low levels and bribing gets expensive very quickly.

 

The best way I reckon is to get training (or to start with it high). Whatshisname that you deliver the package to in Balmora (part of main quest) will train you in Speechcraft and has a good siposition with you once you have done a couple of the early blades quests which makes it cheap (Blades trainers normally start high ish around 60/70 which makes taraining cheaper).

 

The other benifit is (once you get trib/bloodmoon) is that this will mean you can increase your personality as well, which will improve the effect of your speechcraft. Skill level still determines max effect. I have found about 30/40 gives a reasonable chance of success

80 personality and 70 speeccraft and i can taunt just about anyone into drawing their weapon with just one or two succesfull tuants. 50/50 is a good level tho if its not a majorly important skill for you i find it works about 70% of the time with those stats.

 

There are other factors that play into taunting as well, guards are genrally harder to taunt as are people who are naturaly nice to you or have high personality and speeccraft themselfs like that Dren guy in ebonheart for instance.

i think reputation helps as well. i had 100 speechcraft/personality at like 30 rep and it was ok to taunt/admire someone, but now im at 81 its seriously easy. i hardly ever fail and in 1 or 2 goes i can get the desired effect

Beeing an imperial gives you the ability "Voice of the Emperor" wich gives a higher disposition on the person you talk to. This is good even if you taunt, cuz sometimes you need a high disposition to start with. When an NPC have their disposition on 0 I have never been able to taunt them.
