Make them all pay

That's akin to charging for mods and Bethesda wouldn't allow it.

Not exactly, no. There's far too many companies out there succeeding with it for this to be true.

But they don't charge for the mods themselves. They charge for using the download servers, for services they offer,

heck, there's even companies selling mods on disc and they get away with it by charging for the discs and/or shipping fees.

Remember this GMod thingy from a while back? They were going to charge for using their tool as well, and there was no 'free' distribution of mods planned in their agenda either.

They failed miserably, granted, but that was due to the flaws in their very concept more than Bethesda intervening.

All this put aside though, it'd still be against the very intention of this site to make anybody pay for access to mods. And as such the OP is absolutely right, it will never happen.

Well, I'd gladly pay just to support the site but the site doesn't accept my card (despite being good for GoG, Steam, all the others) so what, I'm locked out of the site because of things I can't affect?

There's also a lot of people who have no means whatsoever of making electronic payments, for them the $1.00 might as well be a $1,000,000.

I dunno, a paywall means the mods are no longer "free of charge" and it could easily been seen as "commercial exploitation" or "commercial distribution", the EULA for both the CK and Geck are quite clear on those. As for Gmod, they weren't charging anything and Bethesda wouldn't act until they did, and act they would, we all know how litigious they are, EA are fluffy bunnies in comparison. Anyway all this is purely academic, as you say, it ain't gonna happen.

The balance that the Nexus currently has is a fair compromise. Mod access open to all; priority download locations and speeds open to those who take out membership. It's the best of both worlds, and while there are still issues, these are being actively managed by the staff (who do a brilliant job of it!).

Personally I can see no persuasive reason to move the current compromise in either direction.
