make it low dexterity to boot and you'll have the clumsiest thief of all times.

In the actual game, it's only your boot weight that factors into your sneak skill. You can wear full daedric sans boots and it'll be just as good. Only thing that it'll do otherwise is the weight of the armor holding you down (Less loot, slower walking).

It's tricky, but doable. Wearing heavy armor while trying to sneak around is not advisable though.

 

Remember, though. THe game only looks at your boots when you sneak. Doesn't matter what the rest of the armor is. If you go barefoot while you sneak it'll be just as good as if you were wearing full leather.

Not if you are a Master of Heavy Armor (or, heck, even just Expert) in which case wearing the armor is actually the best way to not be bothered by it.

 

So, yeah, just take your boots off. The rest is mostly up to your sneak and security skills, plus the usual chameleon/invisibility stuff.

It's really only game breaking if you can get it to persist for a long time. Most vanilla invisibility spells don't last more than 60 seconds. Now, chameleon, if you can get 100% with that, you don't even have to sneak.
