You cannot use the Fallout: New Vegas G.E.C.K. to create content for Fallout 3, nor can you use the Fallout 3 G.E.C.K. to create content for Fallout: New Vegas. Going by your logic, the Skyrim Creation Kit is newer than both of the G.E.C.K.s so everyone should be using that one. Skyrim and Fo are different. Editing Oblivion in Skyrim CK would make more sense. I know, though, that Skyrim introduces a different engine and Papyrus, so FNV GECK would be the newest to use.
